In general this is prohibited by OEM system builder licence. AFAIK only two countries allow to do this. The second, OEM Windows may be distributed only in two forms: preinstalled on hardware and as OEM pack with DVD disk, sticker with product key, and system builder licence agreement at the back of envelope.

If one buys something else he does not get Windows licence. It is legal to buy anything else, the keys, the stickers and so on but such purchase does not give a rights to use Windows, it will be illegal.

Will avoid buying anything sold by “Data Marketing and Electronics inc” in the future. Purchased this for a brand new build. Package was perfect and all sealed properly. I had to scratch the label to reveal the product key, but still, Windows cannot activate. I read the review only after purchase and was hoping to received a genuine key.

Yet another instance of product key already installed on another device. Reading back the product page description, nowhere is mentioned this product is shipped with a void product key.
